因應來往澎湖觀光人數增高 布袋港調整配置 供客船夜泊

為了因應來往澎湖的觀光人數增加，布袋港計畫調整港區內配置，將客運船隻休息席次增加。此案27日在環署通過變更內容對照表的初審。
布袋港為台灣目前唯一國內商港，其中客運的部分，主要來回布袋與澎湖之間，約每年有54萬人次的運量。
這次調整中，重點就是增加客船夜泊休息的空間，過去是直接停靠在客運碼頭外，將面臨空間不足，且對船東與船長而言，若能進入這個提供客船停靠的「小型船渠服務區」，夜泊的避風效果與安全都會提高，目前規劃可以停5艘客船。
開發單位港務公司高雄分公司表示，他們預估來往澎湖的旅客人次將會繼續提高，預測到了2036年可以達到每年59.4萬人次。而這些客船都採「早去晚回」，以符合旅客需求，因此清晨與傍晚將是尖峰時段。
這些客船將會夜間停在船渠區，清晨再開到碼頭上客，港務公司碼頭也有計畫再做改良與擴建，未來將另外提計畫。 布袋港全景。圖片截自台灣港務公司網站。
環評委員李克聰提醒，若船班與旅客量都增加，布袋港也應該思考對鄰近交通可能帶來的衝擊；不過，港務公司表示，由於遊客多為清晨抵達，與鄰近的觀光漁市與高跟鞋教堂的遊客大多中午前往兩者仍是錯開的，應不致造成影響。
環評委員鄭明修提醒，未來若是遊客再增加，也有可能如來往台東與澎湖、綠島的富岡漁港會有夜航班次，因此提醒港務公司也要再補充目前實際交通量及旅客數，與之前布袋港環評書件上提出的預估之間的差距並作為調整的依據。
雖然此案的變更相對單純，不過鄭明修也直言比起其他港口，布袋港實在相當大，提供客運休息的「車庫」簡直能算是「豪宅」。而這現象是因為過去布袋港曾規劃要接收從花蓮等地運來的水泥，但目前已無這個安排，2009年布袋港就已在變更內容對照表的申請上，取消了原為水泥儲槽的規劃，調整為散雜貨散存堆置。
